The rbsomeone command gives information (such as username, tag, id and avatar) about a random user who is not in the same server as the command was run in. This is a breach of privacy and goes against Discord's developer ToS (see section 2.4 and 2.5d about disclosing end user data). You should firstly ensure that this command only lists users who are in a server with this bot and then either (a) require users to opt-in, (b) only display information about users who are in the same server as the one that the command was run in, or (c) clearly state in your bot description that your bot does this.
Similar to the previous point, your rbavatar command allows a user to see anyone's avatar. You should limit this so only avatars of guild members of the guild that the command was run in can be displayed.
