Hi. Looks like I can build outside park boundaries in TI.
Is it a flaw of the scenario file (did not find a mention in the wiki) or is it an OpenRCT2 bug or was I fooled by the isometric graphics? Also see the double fence underwater.

It shows the squares as having construction rights (though those are difficult to make out due to them being under water), which I’m quite sure is deliberate.

Interesting. I didn't buy the construction rights, so they were there from the beginning. Didn't know it was possible.
