Honestly I think they could make an entertainment industry DLC where you can have movies filmed in your city for showing at movie theaters, and then you could also have your city operate TV and radio stations that increase happiness but rely on telecom coverage.

Broadcasting is quite easy. You just have to build a TV or radio station and have telecom coverage to start. Be aware that TV and radio will consume more telecom in addition to the base consumption. The TV/radio stations could be set to private (with commercials, costs less to operate and can turn a profit, but only increases happiness with no extra effects) or public (costs more to operate due to a lack of ads and doesn’t turn a profit, but can also boost education), with the benefits being an average of the stats of all TV stations in the city.

To start, you would either need to build a TV/radio station or a film studio. Movie theaters can also be built, and will still show films even if you have no local production by importing them from elsewhere. Imported films cost more to show, though, which is where local production comes in. Use the filming location tool to designate areas where filming can take place, or build the studio lot upgrade for your movie studio.

Both TV and radio stations could be upgraded with a studio wing, multimedia integration, and HD picture quality.

Movie studios could be upgraded with more buildings and studio lots, much like the ports from the Bridges and Ports DLC.

Movie theaters are commercial ploppable assets that show movies in your city. They could be upgraded with extra wings for more simultaneous showings and improved picture quality for increased happiness.

You could also have filmmakers from outside the city make movies in your city, and you can also enact tax credits to incentivize local production.

Some extra things to consider:

  • you can customize the name of your studios and stations
  • in-city filming districts can cause disruptions while filming is underway
