The Infinite demand mod allows you to build anything without having to cater to citizens' demands. However, once the buildings are built... people won't move in. Is there a possible fix?

No. Infinite demande only let's buildings grow but it does not spawn citizens to live/ work in them. Eventually, at least if you provide everything necessary people will come but by then at least some buildings will have collapsed
