I generally like to have a game play that the map is a state and districts are "cities" in that state. Here is the state of Tetonia. It is in the far northern plains of North America. The largest city is Teton City which has a population of about 24,000. Teton City is the anchor city of the main urban area in the state which houses about 42,000.
This city takes inspiration from large mountain cities in the US and Canada like Salt Lake City, Denver, Calgary, and Edmonton.

Here is an update! Teton City has grown a lot. The current population is 27,000 in the city proper and 53,000 for the metro area. It has also invested in a light rail system. It currently has 2 lines, one running North/South while the other line runs East/West.
The suburb of New Port has grown and is starting to form its own little skyline as well.

Teton City is growing rapidly! The city has 33,000 people with about 74,000 in the metro area.
The growth has brought a new light rail line and a new highway, that will eventually be turned into a freeway, on the east side of the city.
There are also new skyscrapers in the downtown area as well as a new tallest building!

More growth and development! The area has about 83,000 people and Teton City proper having about 35,000.
There is a new light rail line (Orange) that provides another east-west connection. The Blue line was recently extended all the way to the airport.
Does anyone know what are the best settings for the population mod??
