Economy and infrastructure maintenance should be a big part in the late game or higher levels. There should be some expected challenges the more your city grows. One good example would probably be infrastructure and road degradation. Some kind of game mechanic that would encourage complex interactive maintenance or maybe replace it with a newer technology to keep up with the future.

For me, CS II should require you to think carefully about what to do and what not to do. The game itself is too fast, with the adjustments to the economy that were applied, the game started to be a bit more complicated and slow, but even so, once you have passed that difficult, you start to earn a lot of money ...
One of the possible solutions to this big problem could be that the buildings take a reasonable time to generate, this time being proportional to the size of the building. This could cause the changes in the economy to be slower, so the profits or losses as well. In this way, the player would have to think more about where to place the buildings, the game would be slower, giving rise to us focusing on taking care of the details of each corner of our city.
Lastly, I would say that for me the game has very little challenge, or effort. It lacks a dynamic of challenge. Plots, challenges, or difficulties that the player would have to solve could be implemented.
