In Paris Suburbs, some traffic light are off some nights and its very faster to reach your destination

I think that's what they were implying

I usually say the traffic lights are off to refer to the blinking lights. When the lights are not functioning at all I say the traffic lights are out

I think the main problem is, and idk other countries but it only for some intersections not used a lot

When I used to live in Wilmington NC they would have many intersections where the main road would flash yellow and the secondary road would flash red.

Yeah, I'm for this idea on a per-intersection or district policy basis. At night, just have each traffic controlled intersection act as a 4-way stop.

why not just lock it at permanent red at night

It really depends on the intersection like you said. Some are flashing 2 ways stops and some are flashing 4 way stops

in my country some traffic light will turn to blinking yellow at night, blinking red in case it's large road
