A warning/information that rush hour is ahead or has stopped would be greatly appreciated. There are often moments where I adjust to traffic volume cause i see backups and then it all clears and there are 0 vehicles a few minutes later. Then it looks stupid and I remove a lot again and then rush hour seems to happen again cause the backups are back out of nowhere.
Such issues are hard to track down
-are they a design issue
-is it temporary because use of rush hour
-other problems

Have you tried checking to road usage stats when make these adjustments?
Personally I design road networks to handle rush hour volume not average volume

I want the panic moments to fade. Rebuilding and replanning all the time makes no sense
And empty roads look awful

It depends on the region for sure. I know lots of areas like this. Maybe not so much during the day 10am - 4pm but 10pm-4am there are lots of areas with big roads than maybe have 2 cars on them per mile.
I think the bigger question to ask is where are these people going and coming from and why?
If there is a road that only links industry and residential, no one is going to use that road except at rush hour.
There are also fake rush hours when a bunch of new houses get built and large groups of people start moving into the city. This might be part of your issue as well.

All in all I agree about the rush hour indicator, and think it should be toggleable

i agree because the traffic volume chart doesn't accurately show when rush hour is because sometimes i'll have no traffic during "rush hour" and then at 1 AM i'll have completely full freeways. and then after that there's 0 cars on the road

Honestly that sounds more like a housing rush lol. But the biggest problem with the road graphs is they show average volume usage for the whole road. That graph needs to be broken down on a block by block basis.
