No it isn't. Try building any road over a highway road. It just doesn't want you to do it.
I'm afraid not. Try building it yourself. I tried it on different height levels even.
I believe the road above needs to be wider that the one below. I played around with it some, but I don't remember off the top of my head how I made it work
Currently stacking only works with certain roads and is very hard to readjust after it is built. The whole stacking system could use a rework

idea:
The parallel road tool needs more functionality in general.
firstly, elevation and network type.
secondly, it should also be available with the upgrade tool as well as have a setting to determine on which side the new road will be added.
More granular control over the distance of the parallel road would also be great.
with these, what youre suggesting would work independently of network type, as well as allowing parallel or stacked roads to easily be added after the fact.
It is a thing; as long as there's places to spawn the pillars for that particular road it'll work

it is expanding on the suggestion by giving a concrete idea for implementation.
Which leads to the main point of my suggestion — there's not enough space on the highway's shoulder lane and apparently can't do that on top of railways either with the same problem. So, I propose to do some rework when it comes to these network types. I'll leave it to the devs on how they will rework it.
Thee pillars should spawn out side of the road on the grass aswell as on the road. Plus there's many times when the pillars can spawn and they won't. This isn't even accounting for the fact that you can't move existing pillars or edit or upgrade roads that exist already stacked.
Additional types of pillars and road support systems could fix some of these bugs
You can manipulate pillar positions to some extent by double clicking on segments; but like everything else it's hacky and no real way to control
