Max has been raised after the brotherhood rescued him in a very religious chapter, we don't see what that looks like specifically but we are told this his chapter is abnormally religious.
They are lead by an Elder Cleric, rather than a Scribe or Paladin, and Quintus over season 1 confided and seemed to groom Max (not in a sex way) to be his tool, his paladin.
We see Max conflicted in his Brotherhood ideas, and has looked to the Elder Cleric for guidance (ie during the fight to see whether he would stop it).
Now we see him having to kill a fellow brother for practically nothing, and so Max sees this as a way to protect his chapter. Quintus just gave a speech about how if you're on God's side your righteous and will be victorious.
We then see Quintus dismiss him as a "dim sword" or an idiot, showing that Quintus' doesn't really believe all this righteous god stuff it was just to get the Yosemite Elder on site

I think NCR is dead in the mojave by desertions (like the season 1 ranger now farmer) and mass deaths either by nuke or raiders or whatever. But its implied that unlike what cooper thinks, the NCR is still alive and well in Dayglow, the Hub, and Maxon despite losing the boneyard and the mojave. Its possible however that these 3 NCR states (remember the NCR in new vegas was 5 states and the mojave was on its way to be the 6th state) are separated from one another.
