Spell layout different in battle

I like to organise my spells but for some reason they are in completely different places out of battle to what they are in battle

In settings choose the size of menu of both in fight and out of fight to be the same

There is an option in option menu to expand or decrease the spell bar in battle. Turn it to 3 iirc.
Size of menu bar upon opening options menu. I needed to put it to 3 to have the same size inside and outside of battle
