#Members without perceptor rights can still see the position of a recently placed perc

Since update 1.62 A dawn of renewal, the perceptor tab is hidden from members that do not have rights related to perceptors. However, they can still see the position of a perceptor that has just been placed.

For example, when a perceptor is placed, a message in the chat appears with the following info: "Perceptor [name] has been placed in [pos] by [character]". I was logged in with a character with no rights at all, and still saw this info.

I suggest to remove the [pos] info from the chat.

Bug description:
When a Perceptor is placed, critical info like its position is shown in chat even to guildies that do not have any perceptor rights.

This is not consistent with update 1.62, where we expect any perceptor data to be shown only if you have the right to place or collect a perceptor.

How to reproduce:

  • Person A places a perceptor.
  • Then, a message is shown in chat as: "Perceptor [name] has been placed in [pos] by [character]"
  • Person B, who has no rights to place or collect perc rights, can read this message.

Expected behavior:

  • Person B shouldn't see if a perceptor has been placed (suggestion: delete the notification for guildies wothout perc rights); or
  • Person B shouldn't see the position where the perc was placed (suggestion: delete the position from the notification message to "Perc [name] was placed by [character]")
