Also does that mean lower numbers are more visible/up front?
Yes. If it helps you envision it: Lower depth = closer to camera = drawn on top.
Higher depth = further from camera & drawn underneith.

You could consider depth to be how deep the thing is into the image, and when you think about it that way it would make sense for it to get drawn under less deep stuff.
