Why have a 20-second timer that once it gets to 1, it flashes for another 10-15 seconds, really annoying when the opposition is not playing and you have to wait or surrender (and lose points). Once it hits 1, that should be it.

Totally

That's where the game handles delay.

If it's regularly as bad as u've described it, chances r that ur connection is really bad.

I agree with @glossy grove
After 20 seconds, the turn should pass immediately
It makes no sense to use a 20 seconds timer to wait more than that

But the thing is that the opponent in this case doesn't have more time to play stuff just because the timer is at one flashing. The game is handling a slight delay.
Would u rather have this, or disconnected from those games?

20 seconds should be 20 seconds, not more
that's my point
if it takes extra time to sync the players, then adjusting the timer to show the total time would be a better solution

Well, adjusting the timer would not guarantee a 20 sec countdown from when it starts either (bc it would be subject to adjustments and arguably would result in something much trickier to make something more annoying).

(Also note that some plays that the opponent did put the input in for before the timer ended will get resolved, adding some animations to this no man's land.)
