not gonna lie, 75th BORDER RIFLES effect looks amazing, but if I do interpret it correctly, if the HQ takes 4 or more damage it is played for free isn't?
If thats the case I'd say it should be 5 or more damage (5+) to avoid too much consistensy.

CASE RED its such a troll card, I love it, screw them self healing decks.

Like, why is Cold Trap a good CM? Is it because it's good removal? Not really, you can get a normal sissi for cheaper. You can also just run any other ordinary piece of removal. Instead, what makes cold trap good is how it surprises the enemy player and disrupts their turn. If they don't see it coming, it can jeopardize their entire turn, they can lose their most important unit and waste their kredits doing so. Surprise is immeasurably important.

Now, apply the same logic to Case Red and Chi Ro. Is Chi Ro a better anti-heal card? Probably, but it's text is also a out as good as Kagoshima's, since the player is punished fot using it, so they just won't use it and you won't end up actually doing dmg with Chi Ro.
On the flip side, Case Red is much more likely to do a lot of damage because the enemy is more likely to play their healing cards since they don't know you've set a trap for them. Case Red could actually fit in a burn deck where Chi-Ro is unsuccessful. Chi Ro prevents healing more than it does dmg for healing, Case Red would shock enemies and send them into a tailspin trying to recover the precious HP they were trying to add in the first place
