Commands and countermeasures with abilities to add units to the support line should have some sort of tendencies to which side the units will be added based on the side with a greater count of units. F.x. when the right side of the HQ have a greater amount of units, first responders will add to this side, and vice versa for the left side as to balance the two sides and make them equivalent. The right side can be default when no units are present in the support line.

Also, if they went with what you proposed, cards that add a buncha units could get weird

when you drop a unit on PC with a slight force that isn't able to specify the side to place on it actually defaults to the left

Back in the day, effects that added units were almost always to the right-most position of your supportline or frontline

1st rifles, for example, would add the second guard unit to the right most position, often exposing your HQ

And then the problem in the opposite direction, BP-43 and the 8k guard that spawn light infantry would always push any unit they were guarding out into the open and guard the 1/1 token instead

What I'm trying to point out here is that 1939 made changes to unit spawning already to make spawned guards better and other spawned units better. There's not really much need for more change, maybe except to have something in the text to indicate where the units will go rather than requiring experience to know.

The way it works now is intuitive and fair I think. If nerfing First Responders is desired just make it 4k or reduce the buff

I see the appeal in the OP suggestion but it's also less intuitive
