This means that if a player were to take any fatigue damage from Phoney War, it should be infinite. Example: you have 7 cards in hand, 0 in deck. Your opponent plays PW. You draw a card, but take fatigue dmg instead - your hand size is still 7, so you need to draw again, but take fatigue dmg instead - your hand size is still 7, so you need to draw again, but take fatigue dmg instead - your hand size is still 7, so you need to draw again, but take fatigue dmg instead - your hand size is still 7...

If you're a naive new mill player you might assume that the card does what it says it'll do and lose a game because of this, which is unacceptable; mill players are a endangered breed and 1939 should strive to improve the new mill player experience.
