It used to be the case that if you crafted a card that later got balanced you can get the wild card back. This function should be restored, no question asked. I don't see any valid counterargument.
Also, regarding the picture, nerfing B24-J IS a nerf to production order, you can't pretend that it's not.

I think a general grace period for crafted cards should be added instead
you can restore a wildcard within 14 days of crafting, and applies to all cards
cause for instance, if someone crafted prod order a month ago, and crafted some US Bomber develop cards 2 weeks ago, should they really have the right to restore their WC after using prod order for a month?
Maybe just a tiered restore system for WC
7 days for standard, 14 for limited, 21 for special, 31 for elite

which is why i suggested making it apply to all cards
regardless of nerfs/buffs
for instance, if you craft a card, and it doesn't work the way you think it does, you can just refund it

cause the issue i see with the one you made rn is that liek you said, its hard to tell since if a develop pool changes, the entire card changes
so devs then have to figure out when to allow a card to be refunded
