Am tired of all the unit adding planes being of Special rarity or higher. (Side note: The plane and the regiment from my limited research doesn't really work together but they do seem to have fought in the same area once and I just want Kumamoto to be more relivant, the art of the infantry is really cool imo).

I mean, yeah, its quite overtuned for a Limited but I want Japan value/control to exist in some way and it is still costing 8 (this doesn't really change the fact I overtuned it it just my reasoning). Thanks tho.

They do kind of work together, cause Kumamoto helps clear (or occupy) the frontline so that Ki-67 has a chance to do big damage.
