Rakshasa is a Stranger, not an Enemy.
Someone can correct me on this.
The image can only prove bottom Ghost evaded Rakshasa, but I know for certain she used Never-Ending Mist. It feels like it is used wrong here.

Rakshasa becomes a Creature after starting a fight. According to Never-Ending Mist, it can only be used to evade Enemies. Rakshasa doesn't belong to this category, so this indeed look like a bug.
