Gunner's ziplines are king to cross chasms, and the shield saves lives almost as often as it is used, engie has those awesome taunt grenades and good at everything plateforms, and driller.. it's the wild card, as he is the closest to outright terraforming the map

I think it's because a lot of randos who play scout seem to be fairly incompetent, and don't help the team much, or wander aimlessly. Not saying all scouts are bad, but the class does seem to be attractive to that sort of player.
