#separating and rigging a mermaid-esque jellyfish tail.

hey chat,
wondering how i'd separate and rig this tail.
would skinning work on the main body, or should that be split?
and how should the frills be split for the best physics results and things like that.
for reference, i'm not a rigger. just an artist. but i want to be aware of how to rig it so that i can design it to BE rigged if that makes sense.
and also, animating it. what extra layers should i add to allow for an idle animation, if any?

i just want it to be able to have complex rigging in the tail, to allow for interesting tail movements and reactivity.

well... complex rigging... what do you imagine by that? [i ask so i can as a rigger give an opinion of what is the best to get to the idea you have]

i want the tail to be able to seem like it's floating when idle, as if she was floating underwater. so i want the frills to have that motion, too. but i'm not sure what to add in the art to get that result.
and i want it to be able to react to her emotion, as in the changing of hues, subtly. can that be achieved via rigging or am i best to add an alternative layer for that effect for it to switch between?

well your iddle will be actually limited, because is a floating not a waving motion
[now i would point that the way the wail fold on the i would say knee area is very strong and may look unnatural, i would softer that]
now because your iddleis just a soft iddle, you can do onw piece for the main tail, and separate each of the fins and pearls-accesories around
