#Tail rigging looks janky

I am trying to rig a smooth tail with a heart at the end. The tail and the heart are separate art meshes. I haven't figured out how to get them to move together. But even with just trying to rig the smooth part, it's not swinging smoothly, it ends up looking really janky and I can't figure out what is going on.

I've been trying the skinning with a deformation path

It looks like when it gets skinned, it's not including all the vertices and so there is a section between each glued pieces that doesn't move.
