and how did you made the physics that move it?
So
There’s like 4 phy for the tail on breathe that help it sway
I put a deformer on it so when it moves it moves along with the pelvis
so
1 group of physics
input: breath
output: tail 1 to 4
then,
1 parent deformer that moves all the tail, is rig to Body Z parameter
?

your body Z parameter is shaking on your video
and because the deformer is rigged on that parameter
if the parameter stops or anything, that deformer will do it too because it moves with it
a) if you are moving body Z with mouse could be you are moving it shaky
b) if you are moving it uniform then that means you need to fix the body Z to why it moves like that
