i have alot of layers (as you do) this specific bunch being my eyelid and eyelid shadow. i haven't started the animation part of the rigging yet and am just getting my meshes set up. for the sake of time, would it be better to create seperate meshes for each layer and move them individually or is there a way to create 1 mesh for the layers and still be able to adjust them separately?

You want them to be adjustable together? Two meshes, 1 deformer/temporary deformer
You want them to have the exact same mesh shape? Mesh one, then copy and paste the mesh onto the other
you can do the mesh on all of them if you want to make sure they move together
or diferent and rig one by one
there is no a rule about had to be
