Could you set up the artmeshes to invert clip to the fire pieces and then the fire pieces clipped to the eyeball/white/sclera?
make a copy of the face, send it back
organize the layers lke
back > to > front
Copy Face > Eclera and everything that goes inside the eye > real face and any face feature
invert clip the face to the sclera to create "holes", that way the flame will look to be inside the sclera because you will see it thanks to the "holes" if it makes sense
