I’m not 100% sure I understand the problem, but you can just do all the rigging on one eye entirely and copy all the art/rigging to the other eye. About minute 36 in this video shows how to do that. https://youtu.be/NdU4aZOu-cA
Make sure when you reimported the psd you added art mesh to any new pieces too 🙂

Also make sure you add key frames or the piece won’t move, the thing you have selected has no key frames on the parameter you gave selected?
