I don't think that is how it works. I think you need to do the source missions. If you have an ETR1 that is a different license plate you will need to sell it first

Basically you need to keep sourcing to get the specific vehicles with the specific license plates. Sell any vehicle that doesn't meet those requirements or hasn't been done yet.
