I'm confused as to what you are asking here. If you try to mute someone that is already muted you can't mute them because the mute is already in place, hence it says your current attempt to mute them has failed but they are already muted.

I was muting someone in the "world" chat because I did not like what i saw, then this message came that the player WAS already muted. I mean whats the point of muting someone if you can still see him in global chat? hope my point came across.
