How did my opponent wait 22 Mana before making his first move, without AI taking over?

If I go 14 Mana without making a move, the AI takes over. In this game, my opponent waited for 22 mana before playing his first card. Does anyone know why the AI did not take over for him after 14 mana? I looked at his cards and he did not play any spells or anything. Strange. Is the time it takes before the AI takes over the same for all players? Thanks.

you can disable the afk bot

which is usually a bad idea since in this case, your opponent wasted 12 mana
