#Make Timer Perks more consistent

Instead of restarting the timer once the perk card is played, restart it as soon as the card has been placed into the (pending to be in hand) slot.
If the card is not played in the next [timer period] do not restart the card.
If the first card hasn't been played and the timer has already counted down, wait for old card to be played before placing the new card into the pending slot + then restart the timer again.

In practice: you can wait 2x[timer period] and two cards will stack up in total.
this will not break the balance as you just delay the time when those cards are played.

this prevents the following case of gameplay: high mana cycle -> doesn't suffer perk efficiency loss (if you cannot play the timer card as soon as possible)

Yeah rn it's pretty frustrating. Though it will create some mana banking and affect balance... Still think it would be a good idea.
