In the case where a monster effect is negated through card effects that state “that effect is negated/negated the effect” and it is equipped with a card that gives it an effect afterwards; can that card effect that was gained be activated?

Another instance: In the case where a monster effect cannot activate its original monster effect and it is equipped with a card that give it an effect afterwards; can that card effect that was gained be activated?

1. If a monsters effects are negated by a card such as Imperm, you can still activate the effects granted to the monster, but they will resolve negated.

2. If a monster cannot activate its effects due to a card effect, such as Rexterm, it also cannot activate effects granted to it.
