In this replay (https://duelingnexus.com/replay/15ed727d-6d80-4398-9453-6699de407ef6), turn 3, I used Spell Card: "Soul Exchange" to Tribute Summon the Winged Dragon of Ra using 3 of my opponent's monsters. By a literal reading of Precious Cards from Beyond, I Tribute Summoned a monster using 2 or more Tributes, so each one should have enabled me to draw 2 cards, yet I did not. Why is that?

Its likely a result of Ancient Chant's effect to change Ra's Atk/Def when it was summoned, therefore making the Tribute summon no longer be the most recent thing to occur, which makes Precious Cards From Beyond miss timing.
Interesting, would that be an intentional effect, or a bug to be fixed? I see nothing in the relevant Wiki pages for any relevant rulings, except that Precious Cards from Beyond does start a Chain Link.
I also do not draw any cards if I Tribute my own three monsters, and activate Ra's effect of paying LP for ATK/DEF.
It also doesn't work when I summon Slifer, so it may be the standard Egyptian God effect of, "When Normal Summoned, cards and effects cannot be activated." I had overlooked this because the Wiki's Card Tips for Slifer specifically recommends Precious Cards from Beyond to trigger on Slifer's summon, it may just be entirely a mistake on the author's part.
