Which effect were you unable to activate?
I assume youre refering to the second effect of Ursarctic Quint Charge, which you couldnt use because you already activated the first effect, and you can only choose 1 of the 2 effects listed on the first half of the card, per turn.
"Once per turn: You can pay 700 LP, then activate 1 of the following effects;
● Add 1 "Ursarctic" monster from your GY to your hand.
● Tribute 2 "Ursarctic" monsters (even if face-down), and if you do, Special Summon from your Extra Deck, 1 "Ursarctic" monster with a Level equal to the difference in Levels of those monsters, ignoring its Summoning conditions."

and I assumed that but usually for cards like this it says you can only use one effect on this card per turn or something like that basically whatever eternal soul says that keep you from using both effects and no where on the card does it say you can only use one effect per turn

That line there specifically states you get to pick one of the 2 options. Both options are part of the same effect activation, and you can only activate the effect once per turn. Therefore, if you activate it, and choose the first option, you cannot activate it again to choose the second option the same turn.
