Is apo’s attack gain an effect or does it just happen on summon? And if i used a vernusylph card prior to summon, locking effects to earth monsters only, would apo gain the attack?

It just happens on summon, Apo still gains ATK under Beyond The Pendulum lock so it should gain ATK under the Vernhsylph lock too
