Suggestion to modify the operation of weapon modules that have Target Switch Delay so that the delay only applies to switching targets and no longer to initial engagement as well.
Unlike the initial setup delay for a drone/turret type weapon, there is no reason for a BS weapon not to already be armed and locked onto a target by the time it comes within range.
In contrast (now that I think of it) … introducing a delay for ships that have just teleported (or been teleported to) would make sense.
