I don't see the problem here. Planet upgrades do add additional shipments with few exceptions.

does it not at higher levels? i think it does add them at low levels still

It used to add 1 shipment on completion in OG hades. But those times were x/h now it's 1/interval.

Haven't checked n DN if the interval time is reset on completion now or that a shipment is added..

So the "bug" here is that OP understood the text as if you get new shipments as soon as you click Upgrade.
Well, that's a new one. 😄
