As to how you get them - something with cerb bases maybe? Maybe a low chance they’ll drop a cerb part and you need some of those to build a ship

Heard a suggestion about a game mode where you attack a cerb base - could get them from there.
As to something special, maybe include one unique weapon exclusive to that ship and then go from there.
