Come on man. Time shouldn’t shift for those of us living in daylights saving time. I don’t get to decide if my state participates or not but now most of my corps drs cooldowns are an hour later forcing us to all skip 3 days of runs to reset.

Is this really such a big deal? If DST pushed your DRS refresh past your DRS play time then skip one day and after that you will be playing right before you'd be hitting the 48hr limit.
If after that you then don't get to play one day then your 48 hrs are up and you can set your cooldown whenever you want. You'd only miss one day's worth of DRS cooldown time that way.

Nope doesn’t work. Need a full 71 hour reset or I can’t help anyone with lower drs without losing my own bonus

I generally recommend for developers to have as little to do with messing around with time, time zones in particular, as possible. Time is a nightmare to deal with.
If your issue is that the game is strictly sticking with the 24 hr timer instead of adjusting it to be 23 or 25 hours based on DST, then I think they are better off leaving it that way even if it causes some minor issues for the players.

Not that I am a fan of the concept of the 24hr timer in general, of course. That is why I quit the game after all...
