Steam DLC not available in game

Hello, my friend bought this DLC, but it doesn't show up in the game. Upon launching the game he got a message that his RR account will be permanently linked to his steam account, however all the content included by DLC is shown as not bought. where did he buy the dlc

looking at his profile ; i can see all of the content in there from the nurb pack @toxic ruin

i will ask him once he comes online, but yesterday all his nurb content was still showing up as not bought, for example when he chosr single event and tried selecting nurb or nordscleife he saw the prompt to buy it.

thank you for looking at this though. he bought it from some store outside steam that still sells this steam dlc. i just wanted to introduce him to the game without spending a ton, maybe i should have recommended to buy directly from within the game.

maybe it requires some time for the dlc to register?

it is super weird

we bought 500 vrps

then in the store everything appears as purchased

but in single event the content is not visible

in championship mode the content is visible, but upon loading the track, the game returns back to main menu

in multiplayer it shows a red banner saying "nothing to buy"
