There is an opt-in role for that, to always have VC text channels visible

Roles listed there are related to onboarding, to complete the profile and to subscribe to pings, this is neither of those, so it doesn't belong there

I didn't know .help existed. Is there anywhere I missed where it says type .help for a command list?
