Make it descriptive, including relevant context, but also to the point. This way you improve your chances of getting a more relevant and specific answer.
It is called inversion and is only used very formally, typically you'll be using est-ce que or tonal though.
You can use peux-tu or parles-tu for example but from what I have heard it can seem too formal often times. With vous and est-ce que being more neutral and accepted.
