if it's UI on things you regularly use, the impact is very marginal
most of the time you're not even reading what's written, and when you have to it's probably going to be annoying more than anything. If you switched your phone to French but are at work and need to figure out something you're not in the mood for some dictionary searching
however, switching your content to French is very helpful. For entertainment apps where the content is what's interesting, that's where you can get your immersion. I'm talking social feed, media articles, videos, etc
