"il" is an impersonal pronoun
meaning it doesn't replace anything. It's just there because a indicative verb can only work with a subject.

"ça" is replacing something. You could drop "ça" and instead replace it by a developped idea.
__c'__est une bonne idée => ce que tu as dit est une bonne idée
__c'__est cher => cet endroit est cher

"il" is an impersonal or dummy pronoun in the phrases quoted above, but it's also just the masculine third person singular

Sometimes "ça" is also impersonal. You encounter it in "il/c'est + adjective + de/que..." The ce/ça version is less formal.
