Arrêter takes a direct object, so: je l'arrête.
"arrêter" is a transitive verb. It takes an object, for stopping something or someone else.
"s'arrêter" is an intransitive verb. It doesn't take an object, and is used for when the subject stops.
he stops => Il s'arrête
he stops the alarm clock => Il arrête le réveil
or you can think of it as s'arrêter still being arrêter (transitive) but the object is me/te/se etc
