they have the same meaning, but there is a notable difference in formality.

In French, there are three ways to ask questions:

  • intonation
    "il se passe quoi ?"
    built like an affirmative sentence
    formality: informal
  • est-ce que
    "qu'est-ce qu'il se passe ?"
    using est-ce que to indicate a question
    formality: standard
  • inversion
    "que se passe-t-il ?"
    following strict inversion rules
    formality: formal
