if you're qualifying a verb or an adjective for instance, you don't use "de"
il grossit de plus en plus => he grows larger and larger (here "de plus en plus" is qualifying "grossir")

if you're qualifying a noun, as an adverb of quantity, you need to use "de" to connect to that noun
de plus en plus de gens... => more and more people... (here "de plus en plus" is qualifying "gens")
