Even for a french native that's hard, but I can share you this :

Before a noun. We use "selon" or "suivant" interchangeably: " J'ai agi selon vos consignes", ou "suivant vos consignes" "Elle dépense selon ses moyens", ou "suivant ses moyens"

Before a pronoun. We use "selon": "que dois-je faire, selon vous ? (et non *suivant vous)".
