yes, but the reason is because "l'hiver prochain" is specifying a specific winter, so you have to use a definite article. You can't use "en" here.

"en hiver" is more like "during the winter" as a general season thing and not a specific instance of winter. note however that just saying "l'hiver" also works for a different reason, you're here talking about winter as a whole/as a concept.

Right, that makes since since L' is a definite article and by adding the adjective dernier/prochain, you're talking about a particular period of time instead of the season in general
