It is the same yes though « Anna mange-t-elle » is more formal than « Est-ce qu'Anna mange ». As for « Mange-t-elle, Marie », it depends but I would lean towards you calling out to Marie

Usually when it comes to subject pronoun reduplication in inversion, you mention the subject first then you repeat

« Pourquoi le professeur nous n'a-t-il pas encore rendu nos devoirs ? »

It could be that you're under the impression that "Marie mange-t-elle ?" contains a dislocation because it looks a lot like "Marie, mange-t-elle ?", but that's not the case.

"Marie mange-t-elle ?" is actually a straightforward sentence with no extra element and no missing comma: this is just how inversion with a noun subject works in French.
